COLLECTIVE APPEAL OF THE CHECHEN NATIONAL FORCES TO THE PARLIAMENTARY ASSEMBLY OF THE COUNCIL OF EUROPE
On October 1, 2025, the Parliamentary Assembly of the Council of Europe adopted a resolution on the creation of a platform for dialogue with the so-called democratic forces of the Russian Federation. Although this resolution provides for the participation of indigenous peoples of the Russian Federation in this platform, and possibly the establishment of a separate platform for them in the future, the decision primarily concerns the political forces of the Russian state.
We, the undersigned, express our support for PACE, other international organizations, and the countries of the free world in all their efforts to condemn the criminal policies of the Kremlin regime and Moscow’s centuries-old imperialist ambitions. At the same time, we remind the international community that the Chechen Republic of Ichkeria is an independent state that has repeatedly been subjected to armed aggression by the Russian Federation. As a result of two bloody wars, Chechnya fell under Russian occupation, which continues to this day.
As a consequence of these armed aggressions, which clearly demonstrated the genocidal nature of Russian war crimes, the Chechen people—despite their heroism and self-sacrifice—suffered horrific human losses and the destruction of their homeland in an unequal struggle.
The Declaration of State Sovereignty of the Chechen Republic of Ichkeria was proclaimed on November 25, 1990, at the National Congress of the Chechen People. On November 27, 1990, the Supreme Soviet of the Chechen-Ingush Autonomous Republic confirmed the decision to adopt the Declaration of State Sovereignty. On March 12, 1992, the Parliament of the Chechen Republic of Ichkeria adopted the Constitution, which legally enshrined the independence of the state.
History has recorded the de facto recognition of the independence of the Chechen Republic of Ichkeria by the Russian Federation, when, following its humiliating defeat in the First War, it signed the “Treaty on Peace and Principles of Relations between the Russian Federation and the Chechen Republic of Ichkeria” on May 12, 1997.
The Chechen resistance continues its active political and public activities outside the occupied territory of the Chechen Republic of Ichkeria. Armed underground resistance persists to this day. A number of Chechen volunteer units are currently fighting on the side of Ukraine, thereby defending the security of the entire European continent from Russian aggression.
On October 18, 2022, the Verkhovna Rada of Ukraine adopted a resolution condemning the armed aggression of the Russian Federation against the Chechen Republic of Ichkeria, the occupation of its territory, and the genocide of the Chechen people.
Based on the above, we demand that PACE and other international organizations respect the independence of the Chechen Republic of Ichkeria and support the unwavering aspiration of the Chechen people to defend their freedom.
In this regard, we call on PACE to establish a separate platform for dialogue with the Chechen forces fighting for the de-occupation of the Chechen Republic of Ichkeria from Russian invaders. This platform, in particular, could address the widespread war crimes and crimes against humanity committed by Russian occupiers and local collaborators on the territory of occupied Ichkeria.
