Regarding the Palestinian Factions’ Memorandum on the U.S. Draft Resolution at the Security Council

The Palestinian factions and forces issued a political memorandum warning of the grave danger posed by the U.S. draft resolution presented for voting at the UN Security Council, which calls for establishing an international force in the Gaza Strip. They stressed that the proposal represents an attempt to impose international guardianship over the Strip and to advance a vision aligned with the occupation.

The factions affirmed that the proposed framework lays the groundwork for external dominance over Palestinian national decision-making by transferring the administration of Gaza and the reconstruction process to a supranational international authority with broad powers—stripping Palestinians of their right to govern their own affairs.

They underscored that any humanitarian effort must be managed through the relevant Palestinian institutions, under the supervision of the United Nations and mandated international bodies, and based on respect for Palestinian sovereignty and the needs of the population—far from any political or security manipulation of aid or attempts to reengineer Gaza’s reality.

The memorandum warned against turning humanitarian assistance into a tool of pressure and blackmail controlled by a foreign authority in a way that sidelines Palestinian institutions and undermines UNRWA's work. The factions stressed the importance of preserving UNRWA’s role as an international witness to the refugee issue and their inalienable rights.

The factions also reaffirmed their rejection of any clause related to disarming Gaza or undermining the Palestinian people's right to resist and defend themselves, emphasizing that this right is inherent and guaranteed internationally. They stated that any discussion on weapons is strictly a national matter tied to a political process that ensures ending the occupation, establishing the state, and achieving self-determination.

The memorandum criticized the proposed role of the international force, considering it effectively transformed into an entity serving the occupation through direct coordination with it. They asserted that any international force, if created, must operate solely under the authority and direct supervision of the United Nations, working exclusively with official Palestinian institutions—without involving the occupation or granting it any powers or field coordination. Its mandate must be limited to protecting civilians, ensuring the flow of aid, and separating forces, without becoming a security authority or a supranational administrative body.

The factions further reiterated their rejection of any form of foreign military presence, guardianship, or establishment of international bases inside the Gaza Strip, as such a move would directly violate national sovereignty.

They called for international monitoring mechanisms to hold “Israel” accountable for its ongoing violations and to place full responsibility on it for civilian safety and the deliberate starvation of the population through its control over Gaza’s crossings.

The memorandum concluded by confirming that the Arab-Islamic model proposed for administering the Strip is the most acceptable option, and that any arrangements concerning Gaza must be rooted in the free Palestinian will and the unity of land, people, and cause.
