The Islamic Resistance Movement (Hamas) expresses its firm rejection and strong condemnation of the report issued by the UN Secretary-General on August 14, 2025, concerning conflict-related sexual violence, which included the Movement in the "blacklist" of perpetrators of sexual crimes. This step is legally invalid, contradicts the facts, and reflects the double standards that continue to undermine the credibility of the international system.

This inclusion lacks any legal basis or credible evidence, as it is not based on independent and neutral field investigations, nor does it adhere to internationally recognized standards of proof. Instead, it totally relies on fabricated and politically motivated Israeli narratives, without conducting any impartial investigation or contacting the alleged victims, constituting a blatant violation of the professional principles outlined in relevant UN resolutions.

Meanwhile, Israeli occupation forces were excluded from condemnation and inclusion in this list, despite the availability of hundreds of documented pieces of evidence in reports by UN investigative commissions, independent international rights organizations, and special rapporteurs, which all prove that the occupation forces have committed systematic acts of sexual violence against Palestinian civilians, including rape and other forms of sexual assaults, as part of the genocidal war they are waging on the Gaza Strip.

This blatant double standard represents a serious deviation from the principle of equality before international law and a crude politicization of UN mechanisms, threatening their integrity and turning them into tools to whitewash the crimes of the occupation rather than holding it accountable.

The Movement recalls that UN Security Council Resolutions 1820 (2008) and 2467 (2019) emphasized that all allegations of sexual violence in conflicts must be subject to independent and impartial field investigations in accordance with internationally recognized standards of proof—a requirement that was disregarded in this inclusion.

Therefore, Hamas calls on the UN Secretary-General and the Security Council to:

1. Review and immediately withdraw this unjust decision from official records.
2. Launch an independent and impartial international investigation, supervised by a committee of international experts, into all allegations of sexual violence related to the conflict with the Zionist enemy.
3. Prosecute and hold accountable the leaders of the enemy and its criminal army for all crimes of rape and sexual violence against our people and our prisoners in Nazi-like detention camps, and bring them before the International Criminal Court (ICC) in compliance with the principle of no impunity.

Hamas affirms that the politicization of international justice and the double standards in applying international humanitarian law undermine trust in the UN system and encourage real perpetrators to continue their crimes with impunity, exacerbating the suffering of peoples under occupation.

⭕ Let Us Make Next Friday a Day of Rage and National Action in Solidarity with Gaza, and in Rejection of the West Bank Seizure Plan


Amid the ongoing genocide, siege, and starvation war on Gaza, and the escalating settlements' expansion led by the fascist occupation government - most recently extremist Zionist Finance Minister Bezalel Smotrich’s plan to build over 3,400 new settlement units and his call for full control of the West Bank - we affirm that the true response to these criminal projects lies in the field, through popular escalation and resistance by all means.

We call upon our people in all cities, villages, and refugee camps across the West Bank to participate widely and actively in next Friday’s anger and solidarity protests, defending our land, homes, and farms against annexation and expropriation schemes aimed at uprooting us from our land and depriving us of our right to a dignified life on our soil.

We further urge all national and Islamic factions, political forces, youth movements, popular committees, unions, and syndicates to unite ranks and support our people in areas threatened by settlement and expropriation.

This blessed land belongs solely to our people, and we will not allow the occupation to steal it or distort its identity. These protests, which must intensify and escalate within our land and across the world, are messages of rage and defiance that the occupation will not remain, and the annexation project will collapse by the will of the people and their steadfast resistance.
