Amid the ongoing severe weather depression in the Gaza Strip, the humanitarian tragedy endured by hundreds of thousands of displaced Palestinians has worsened, as the rainwater has flooded their worn-out tents and damaged their remaining basic materials. The camps [for displaced people] have turned into muddy ponds, leaving thousands of families without shelter to protect them from the winter cold—a scene that reflects the growing suffering of our people in the besieged Gaza Strip.
This tragic situation underscores the urgent and immediate need for relief and shelter, as the occupation continues to procrastinate the entry of humanitarian aid, tents, and mobile homes (caravans).
We call upon the guarantors of the [ceasefire] agreement, the UN, the Arab League, and the Organization of Islamic Cooperation to take immediate action to deliver humanitarian, medical, and shelter supplies to Gaza, as well as to increase the field, popular, and official support to ensure the protection of the displaced and provide them with the minimum requirements for a dignified life amid the catastrophic reality caused by the criminal Zionist occupation.

The fascist occupation's policy of targeting youths and children in the West Bank represents a heinous crime pursued by the government of murder and terrorism, which continues its aggressive practices against our Palestinian people, land, and holy sites.
As we mourn the two martyrs in Hebron, we affirm that all the occupation's attempts to intimidate our people in the West Bank through systematic killing will fail, increase our people's determination and steadfastness, and strengthen the will of resistance.

The so-called Zionist Knesset's passing of a bill in its first reading for the execution of Palestinian prisoners is an extension of the Zionist government's racist and criminal policy, and an attempt to legalize systematic mass killing against our Palestinian people living under occupation.
The approval of this fascist and sadistic legislation in full view of the world constitutes an insistence on violating international laws and conventions, foremost among them International Humanitarian Law and the principles of human rights.

The occupation’s political, military, and security leaders continue to publicly and almost daily incite a resumption of the war and disregard the agreement’s provisions—an open affront to the international community and world leaders who affirmed at the Sharm El-Sheikh Summit the need to uphold the ceasefire. One week after the agreement, the occupation’s cabinet even voted to rename the war as the “War of Resurrection,” underscoring its insistence on continuing aggression and rejecting the peace path.
*12. Mutilation of Palestinian martyrs’ bodies:*
The occupation regime has handed over dozens of Palestinian bodies that were grotesquely mutilated—some crushed under tank tracks, others executed in the field while blindfolded and bound—constituting complete war crimes and flagrant violations of international humanitarian law.
*13. Detainees and missing persons:*
The occupation regime continues to evade its obligation to provide a complete list of Palestinian detainees from Gaza, despite a full month having passed. Instead, it intermittently submits incomplete lists missing dozens of detainees previously acknowledged, with repeated or erroneous names, and even including individuals already released.
The Movement confirms that more than 1,800 Gazans remain missing to date. The occupation regime also continues to detain nurse Tasneem Marwan Al-Hams from Gaza, along with dozens of women and children from the West Bank, and denies displaced detainees the right to meet their freed relatives.
*Conclusion and Demands*
The Islamic Resistance Movement – Hamas and the resistance forces reaffirm their full commitment to the Sharm El-Sheikh Agreement and to their moral and humanitarian responsibilities toward our people. We hold the occupation regime fully responsible for its ongoing and grave violations and call upon mediators, guarantors, governments, and international organizations to take immediate and serious action to compel the occupation regime to end its aggression, lift the siege, allow aid entry, and guarantee the Palestinian people’s rights to security, freedom, and dignity.
*In line with our adherence to the agreement and to international and humanitarian law, we urge the mediators, guarantors, states, international organizations, and free people of the world to act urgently to ensure the occupation regime’s compliance with the following:*
1. Strict adherence to all terms of the Sharm El-Sheikh ceasefire agreement and the prevention of any violations.
2. Immediate cessation of killings, massacres, and abuses against the people of Gaza.
3. Withdrawal according to the agreed temporary line in Phase One, preventing any further incursions or fire control extensions.
4. Commitment to deliver the agreed quantities of aid and fuel, without reduction or obstruction.
5. Full freedom of operation for UNRWA within Gaza, enabling it to bring in and distribute humanitarian aid as the most qualified agency for this task.
6. Immediate reopening of Rafah Crossing in both directions for civilian travel and return, and lifting all restrictions.
7. Opening of the Zikim Crossing to facilitate humanitarian aid from the Hashemite Kingdom of Jordan without hindrance.
8. Urgent entry of 300,000 tents for immediate shelter to protect civilians from the harsh winter cold.
9. Entry of equipment and machinery needed for infrastructure rehabilitation, in accordance with the agreed humanitarian protocol.
10. Immediate cessation of demolitions of homes and civilian structures in areas still under occupation control.
11. Entry of necessary equipment and diesel fuel for operating Gaza’s power plant.
12. Full and immediate disclosure of the fate and identities of all Palestinian detainees and missing persons from Gaza.
13. Permission for medical, humanitarian, media, and civil defense missions to enter freely and provide their humanitarian and relief services.

*3. Arrests:*
The occupation forces have arrested 35 Palestinians, including fishermen at sea and other civilians from areas adjacent to the yellow line. Twenty-nine (29) of them remain in detention to this day.
*4. Demolition of homes inside the yellow line:*
The occupation forces continue, systematically and daily, to demolish homes located in areas under their control beyond the yellow line — a clear and blatant violation of the agreement. These demolitions have persisted for an entire month without interruption, causing widespread destruction of civilian property.
*5. Breach of the temporary withdrawal line:*
The occupation regime has failed to adhere to the agreed-upon first-phase withdrawal line, overstepping the yellow line by approximately 33 km². It maintains active fire control within distances ranging from 400 to 1,050 meters inside the line and has advanced military vehicles into these areas. Concrete barriers have also been placed beyond the yellow line, extending 200 to 800 meters along the temporary border.
*6. Blocking UNRWA humanitarian aid:*
In direct violation of the agreement, the occupation regime continues to prevent the entry of humanitarian assistance provided by UNRWA, resulting in the accumulation of over 6,000 shipments of essential supplies. UNRWA remains the most capable and experienced organization for distributing humanitarian aid, with over 77 years of service to Palestinian refugees.
*7. Restricting aid and fuel deliveries:*
The occupation regime has deliberately and systematically violated the clauses requiring at least 600 trucks of aid per day, including 50 fuel trucks. Actual aid deliveries did not exceed 40% of the agreed quantity—less than 200 trucks daily in the first month—while commercial shipments constituted 60%, part of which were falsely registered as humanitarian aid. Only 38 gas trucks and 92 diesel trucks entered (8.4% of the agreed volume). Fuel is the lifeline for hospitals, transport, and infrastructure, yet the occupation intentionally sustains paralysis by withholding it.
Additionally, the occupation regime has kept the Zikim crossing closed—an essential route for aid arriving via the Hashemite Kingdom of Jordan—aggravating the humanitarian crisis. It also dictates the types of goods allowed in, restricting key food items such as meat, poultry, eggs, and livestock to minimal quantities. Only one truckload of eggs entered in 31 days. It also blocks tents and shelter materials, of which only 5% of urgent needs have been met, worsening the humanitarian catastrophe.
*8. Failure to operate the power plant:*
Despite one month having passed since the signing of the agreement, no practical steps have been taken to restart Gaza’s power plant, although the agreement explicitly called for immediate preparations to resume operations. This has kept the Strip in a state of partial paralysis affecting all aspects of life.
*9. Obstruction of infrastructure rehabilitation:*
The occupation regime continues to block the entry of heavy machinery and materials required for debris removal, as well as supplies essential to operate power, water, sanitation, bakeries, and hospitals. It also prevents the entry of construction materials and civil defense equipment needed for reconstruction, systematically obstructing efforts to rehabilitate infrastructure and restore civilian life in Gaza.
*10. Closure of Rafah Crossing:*
Although the agreement stipulated reopening Rafah Crossing in both directions starting from October 20, 2025, it has remained closed since March 18, 2025—twenty-one (21) days past the agreed date. The continued closure by occupation authorities prevents travel and return for citizens, doubling the suffering of thousands of stranded individuals, patients, and students, in direct violation of the agreement.
*11. Incitement by occupation leaders to resume war:*

**Issued by the Islamic Resistance Movement – Hamas
Regarding the Occupation’s Violations of the Ceasefire Agreement Signed in Sharm El-Sheikh, One Month After Its Implementation**
At the outset of this statement, the Islamic Resistance Movement – Hamas expresses its gratitude and appreciation for the efforts of the brotherly mediators, as well as all nations, international and humanitarian organizations, and free people around the world who have taken a moral and courageous stance in rejecting the genocide carried out by the occupation regime against our people in Gaza. We value the mediators’ efforts that contributed to reaching the ceasefire agreement.
In line with the Movement’s and the resistance forces’ commitment to implementing the agreement based on their national and humanitarian responsibilities, we call upon the brotherly mediators, guarantors, and all states and international organizations to continue their efforts to pressure the occupation regime and compel it to cease its repeated violations and breaches. These violations are clearly aimed at undermining the agreement and sabotaging efforts to consolidate and the sustain it. *The violations have been as follows*:
*First: Hamas’s Full and Precise Commitment to the Agreement*
Since the enforcement of the ceasefire agreement signed in Sharm El-Sheikh, the resistance forces have fully and faithfully abided by its terms in good faith. The Movement handed over twenty (20) captured occupation soldiers alive within seventy-two (72) hours of the agreement’s implementation and continued precise search operations—despite extreme complexities—to locate the remains of deceased Israeli captives, coordinating daily with mediators and the International Committee of the Red Cross.
Despite the extremely difficult field conditions caused by the war, the complete alteration of Gaza’s landscape, the destruction of its infrastructure, the occupation’s control over 60% of the Strip’s territory, and the dangers of working amid hundreds of tons of unexploded ordnance dropped by the occupation forces, the Movement persisted. These challenges were compounded by the lack of excavation and debris removal equipment—whose entry continues to be obstructed by the occupation authorities—the martyrdom of numerous resistance fighters who had been guarding the captives, the disintegration of hundreds of the bodies of resistance fighters and Palestinian civilians, and the likelihood that the same fate befell some of the occupation captives.
Nevertheless, the Movement succeeded in locating twenty-four (24) bodies out of twenty-eight (28) and, through mediators and the Red Cross, provided coordinates for the locations of additional bodies in areas under the control of occupation forces. The Movement continues intensive efforts to locate the remaining bodies. Hamas has left no pretext the occupation regime could exploit; through deeds and field evidence, it has affirmed its full commitment to the letter and spirit of the agreement.
*Second: The Occupation Regime’s Violations of the Agreement after 31 Days of its Implementation*
From the very first day, the occupation regime has worked relentlessly to undermine and violate the agreement, manufacturing pretexts and committing daily and ongoing breaches, including:
*1. Killing and targeting civilians:*
271 Palestinians have been martyred as a result of deliberate bombardment and gunfire by occupation forces. Over 91% of them were civilians, with 94% killed inside the yellow line and the remainder nearby. Among the martyrs were 107 children, 39 women, and 9 elderly persons — meaning 58% were children, women, and the elderly — reflecting the occupation’s continued policy of systematic killing against unarmed civilians.
*2. Injuries:*
622 Palestinians have been injured due to shelling and gunfire, 99% of whom were civilians, including 221 children, 137 women, and 33 elderly persons. Thus, 63% of the injured were children, women, and the elderly — underscoring the deliberate, vengeful nature of the occupation regime’s crimes.
